Grocery Stores that Accept EBT Online

This notion of grocery stores that accept EBT online is a new thing. That’s because for the longest time, SNAP EBT recipients didn’t have the option to shop for groceries online.

Thankfully, the USDA has a SNAP Online Purchasing Pilot program up and running now. Plus, it’s available in every American state except Alaska.

This gives SNAP recipients the option to grocery shop online using SNAP EBT benefits. The only catch? You cannot use SNAP EBT to pay for the delivery of your supermarket orders.

That makes sense, since nearly every grocery store that offers delivery usually charges for it.

For example, if I wanted to order my groceries online from Target and have them delivered, I would have to hire a Shipt shopper. Similarly, if I want to order groceries from Costco and have them delivered, I would need to use Instacart.

That’s why, whether you use SNAP EBT or not, I always recommend doing grocery pickup. Pickup at most grocery stores is free.

I’ve done online grocery shopping with curbside pickup at Shaw’s in New England, Giant Eagle in Western Pennsylvania as well as Walmart grocery pickup and Target drive up. In none of these situations did I pay a pickup fee.

The only time I did pay a pick-up fee was when we used Hannaford to Go in Maine. And, to be honest, that’s why I won’t do online shopping at Hannaford anymore.

Grocery stores that accept EBT online

Before I get into the state-by-state list of grocery stores that accept EBT online, let me first explain these two acronyms: SNAP and EBT.

SNAP stands for Supplemental Nutrition Assistance Program. It’s what was commonly known as food stamps.

EBT stands for Electronic Benefits Transfer. According to the US Department of Agriculture, which runs the SNAP program, here is how EBT works:

“Electronic Benefits Transfer (EBT) is an electronic system that allows a Supplemental Nutrition Assistance Program (SNAP) participant to pay for food using SNAP benefits. When a participant shops at a SNAP authorized retail store, their SNAP EBT account is debited to reimburse the store for food that was purchased. EBT is in use in all 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam.”

What can you buy at the grocery store using SNAP EBT

The USDA is specific about what you can and cannot use SNAP benefits to purchase when shopping at the grocery store–be it online or in person.

In fact, this is the specific list of allowed purchaseds using your EBT card. They are:

  • Fruits and vegetables
  • Meat, poultry, and fish
  • Dairy products
  • Breads and cereals
  • Other foods such as snack foods and non-alcoholic beverages
  • Seeds and plants, which produce food for the household to eat

Using SNAP EBT with Instacart

Some grocery stores employ Instacart for their online shopping. This is true for delivery (which you can’t use EBT SNAP to pay for) but also for store pickup. Usually, there is no fee for store pickup.

In fact, Instacart says that EBT SNAP-eligible Instacart customers in the U.S. can pay for online grocery orders with a valid EBT card, in full or in part, from select stores in its network. Therefore, I’ve only linked to an Instacart storefront for the supermarkets below that are part of this program.

Instacart is one of more than a dozen surprising things you can pay for using SNAP EBT.

Thrive Market and SNAP EBT

In 2024 the USDA approved online organic food seller Thrive Market to accept SNAP EBT for memberships and payments. According to Supermarket News, “SNAP recipients can sign up for a new Thrive Market membership, enter their EBT card number and PIN, and access over 5,000 organic and sustainable products.”

State-by-state list of grocery stores that accept EBT online

As I mentioned earlier, SNAP EBT recipients can shop online in 49 of the 50 American states, plus the District of Columbia aka Washington D.C. The only state that doesn’t participate is Alaska. (Sorry, Alaska readers.)

Therefore, below you’ll find an alphabetical list of states, and then an alphabetical list of the grocery stores within each state that allows you to use SNAP EBT online. Again, these are all the states that participate, with the exclusion of Alaska, which does not.
